The film was written by Duygu Gelbal and directed by Bülent İşbilen, with production company Elita Film. A large part of the movie takes place in a leather factory in the Beykoz district of İstanbul, where a secret agent with the codename K9 attempts to stop an international terrorist named Deşifre, who plans a chemical attack on a NATO summit in İstanbul.
During the five-week shooting, 22 different sets were prepared by famous Turkish art director Mustafa Ziya Ülkenciler, who won an award for set design at the Antalya Golden Orange Film Festival. The movie will be released in 225 theaters around Turkey.

In the filming of "Süper Ajan K9," nearly 1,900 extras were used. The movie cost nearly $2 million to make, and visual effects were extensively utilized. The leading role is shared by Melih Ekener (as Agent K9), Cengiz Küçükayvaz (as Deşifre) and Diden Erol (as Ayşe Kosovalı). The cast also includes Salih Kalyon, Erdal Tosun, Atilla Sarıhan, Haldun Boysan, Züleyha Karyağdı, Osman Gidişoğlu, Bülent Şakrak, Fatih Altın, Burak Öncü, Hakan Türkşen, Aliona Bozbey and Atilla Arcan. The co-producer of the film is Haydar Safıl, with production supervision by Ersen Mercan. The director of cinematography is Barış Işık and the assistant director is Edgü Karaadam Özdemir. The film score was created by Hakan Yeşilkaya and Yakup İçgöz.

Deşifre is a wealthy, international terrorist who also controls the properties of terrorist organizations worldwide. He develops chemical weapons and seeks a venue where he can test out their efficacy. A NATO summit held in İstanbul provides the perfect opportunity for him to do just that. But faced with the high level of security at the summit and several other factors that he hadn't taken into consideration, the summit becomes a nightmare for him.

The Turkish secret service calls on their number one agent, K9, to capture Deşifre. Thus K9 and his beautiful colleague, Ayşe Kosovalı, begin their pursuit of Deşifre and his gang.
