During the meeting, Unakitan briefed the participants on the implementation of VAT system in Turkey.

Pointing to the importance of automation system, Unakitan said documentation order should be maintained in all steps in order to implement the VAT system properly.

"If documentation and accounting systems are not well-established, problems may occur," Unakitan said.

Unakitan also said that auditing was not solely enough for a VAT system to succeed, adding that consultancy companies should be established as well.

Giving advice to Syria, which will soon start implementing a VAT system, Unakitan said the tax system should be explained to the public well in the beginning.

"Syrians will actually understand the tax system once they start paying the taxes," he said.
