Turkish State Minister for foreign trade Kursad Tuzmen and Montenegro's Development Minister Branimir Gvozdenovic signed the protocol, which Tuzmen characterized as "an important step" amid a global financial crisis.
"The crisis will eventually be over. Growth rates are expected to return to former levels within two years time. And in the mean time we will take measures to lead Turkey out of the crisis with minimum damage by increasing trade and investments," Tuzmen said.
