The attacks took place on Tuesday at al-Saad base, east of the city of Baquba, north of Baghdad, the official said.
He said the two bombers detonated their explosives-filled vests at a recruitment centre in the base where young men had arrived to join the army.
Ahmed Alwan, a doctor at Baquba hospital, confirmed the casualties.
The US military, quoted by the Reuters news agency, said that 16 people were killed in the attack.
Many of those injured were said to be army volunteers.
